I'm sure you will get better advice than I am capable of, but here goes
since no one answered you. Be sure you find a counter with as good
sensitivity at the low end of the scale as the 3 - 30 Megs you are wanting
for your Heath and Swan gear.  The freqs to set up the filters are in
Kilohertz, not Megahertz, and some counters have trouble reading that low.
2125 hertz and 2295 hertz are the tones you will need to see at very low
level, even right straight out of your freq generator!!  Too much signal
swamps the filter and leads to innacurate tuning.  AFSK generators (AK-1,
etc) will likely need an audio amp for even a good counter to see.  I hope
some of the guys can chime in with good candidates to look for.  I use one I
built many years ago from a PC board from K2OAW (you'd have to be old to
remember that, hi).
