Thanks Frank,  I forgot to mention that the insulating strips need to 
be of a "plastic nature" aka non-porous if water rinsing is 
attempted.  Another friend told me you can soak the wafers with WD-40 
(a Water Displacer) before rinsing and then dry the assembly in an 
oven.

The ultimate solution is to discard the older jack strips and 
purchase new ones or slightly used ones on ebaY or electronic surplus 
store.
