They are.  TDD is 5-level baudot, only the modem tones are different from 
other computer modems.  A now deceased ham friend who was hard of hearing 
put together his own TDD modem for his desktop computer back in the early 
90s.  He was a retired engineer so it was fun for him to put all that 
together in a tool that he could use.  He based it on a Z80 processor and 
since he was good friends with Gil Boelke, W2EUP, he used portions of the 
code for Gil's GLB PK1 Packet TNC controller, which had baudot machine 
support in it, as a starting point in the code for the device.

I have a 28KSR that was rescued from the curb, quite literally with the 
garbage truck a block away, in front of a social service agency that 
advertises a TDD number in their literature.  Why else would such an 
organization have a 28KSR?  It is a complete, working, Model 28, 
essentially unmodified.  The TDD modem wasn't with the machine, but I was 
more interested in this machine.  One of the benefits of driving a 
mini-van: a 28KSR can be loaded by one person into the back, saving another 
mechanical marvel from the landfill.
