I saw Wayne's note around noon today and called the FCC.

Seems that someone at the FCC had performed a "mis-step", and RM-10765
had not been transferred to another category, thus the Electronic
Comment Filing System was inoperative, and would shoot back an error
message.

It supposedly has been corrected.

Please let me know if there are any further problems, and I will get on
the horn with them tomorrow.
