It is a 5 level tape transmitter operated by a solenoid instead of a 
motor.  An early Western Union design.  About Model 14 vintage; 
usually found with the Model 14 perforator "Iron Horse" that also 
uses a solenoid to perforate chadless tape.  Don't ask me how it is 
synchonized, but I will bet Jim Haynes or George Hutison know how 
they work..
