Wes,
SIGTOT used one-time tapes for encryption and was unbreakable because there was no repetition.  It was used at the highest levels, e. g. White House, Pentagon General Staff, and Theater Headquarters.  During WW II we used Model 19, 15, and 14 plus the 131B2 Encryption Table.  I have a book for $20 that tells the whole story.
