Maybe not bulk quantities, but from my preliminary experiments making tape
for my Teletype Wheatstone morse code tape punch it's not at all difficult
to slit tape to smaller widths with the proper jig. I just ran some 11/16" tape
thru the punch block, held back the flap with a weight, pressed a razor 
blade down
flat on top and pulled - with fresh sharp blades it cuts as fast as you can 
pull.
Someone profecient in shop could make a motorized version out of lumber, or
at least with a crank and takeup reel.

Maybe I should just shut up and start a business - "Chuck's Custom Cut -
Paper tape trimmed to your specs"  hihi.
