  Some time ago I wrote a piece of software which does something similar
to what you want.  It runs on a GRiD PC and allows the GRiD to talk to
the teletype circuits in a TSC-15 radio shelter.  It will run Baudot at
60 & 66 & 75 & 100 WPM, plus several ASCII speeds as well.

  It will run in a DOS window or on a plain old DOS machine.  It does
fine under windoze 95 and 2000, but I've never tried it under XP.  It
talks directly to the COM1: serial port, but can be changed around to
talk to COM2: or COM3: or COM4: pretty easily.
  It's written in 8086 assembly language and comes with source code. 
(My callsign shows up inside it, as well as a brag tape for the TSC-15,
so you may want to edit that stuff out and reassemble.  Software tools
to do that are obsolete and therefore free, available for download at
several places on the web -  email me for details.)
