I think this is the legendary missing machine operated "Dimpling" tool
Used for setting rivets in tarps and sails. This wonderful device has
been used in a sail makers shop for many eons. Although this particular
unit
Has seen better days, the business end shows signs of heavy use. The
larger
Cone shaped surface with the rows of three nylon inserts was used to
rotate the tool between strokes to minimize wear.
This particular unit may have been used in the vertical mode (attenburg
configuration) which would have explained the inserts on the lower
surface of the conical portion. If you notice the upper bearing and
retention mechanism at the right of the image, you can see that end has
been peened over through many years of use.
I can understand the comments indicating its use as a "naughty" toy, but
that can only be for females of the Klingon race or any other
hermaphroditic species, capable of exerting significant clamping forces
in a rather circular fashion. This device, if used on a member of the
species homo-sapiens, would probably inflict serious harm to both the
recipient and the user, as the recipient would most likely respond with
violent thrashing movements similar to a Klingon mating ritual.
In any case my first thoughts seem more in line with the intended usage.
