The problem is that the torn-off paper falls past the pop-up cover.

It is very easy to repair this at home -- the pop-up lid has a nice stainless steel
trim on the lower edge, that the paper rides on. Simply tape thin cardboard or something
to it (a piece about 1" high x 9" wide) to that so it sticks down below the paper.
