OK, so it turns out that if you loosen the three nuts that hold the little
top lid
in place, you can move it around and move it far enough forward that
there is virtually no clearance between the metal lip and the paper. This
allows the paper to stay over the lip when you tear it.
I found the best way to adjust this was to loosen the three nuts, and then
open
the whole lower lid assembly, and tighten the nuts from underneath while
positioning
the top guide as to fit as far forward as possible (without jamming when it
closes).
