[GreenKeys] tearing off the paper on a Model 28

I recently put together a model 28 KSR using a typing unit and keyboard
from another model 28.

I notice that when I tear the paper off at the cover glass,
the remaining end of the paper which is on the roller
drops under the top cover lip, so I  have to open the top and
feed some paper and manually place the end of the paper
over the top lip.

Does this happen to anyone else? Are my typing unit and keyboard maybe just 
sitting
a little too low in the cabinet?  Or would this happen if I have the paper
loaded incorrectly?
