Hi,
Since most 28's still have a loop supply and a keyer built in to them there
are a lot of options. Driving the keying tube off of an RS-232 port isn't
all that hard.
TNC's show up fairly often on the auction sites. Various ones will work with
the built in loop supply inside most 28's.
Another option is to drive the 28 off of the RS-232 port of your computer
and use the sound card as a TU.
Personally I'd vote for the first option, but both work.
