Lew, congrat's on working the Z60K. I worked them on 30 and 40 CW, and
worked a station on 15 CW which was spotted as Z60K but never identified in
the 15 plus minutes I listened for him to sign his call.
It sounds like the IARU representatives and Kosovo hams are working closely
together on getting regulations and licensing in place. That's a positive
sign. As you know, under the DXCC Rules, to qualify as a political entity,
there must be a callsign prefix bloc assigned by the ITU (or provisionally
assigned), or the entity must be a UN member state. I haven't heard
whether the ITU has assigned a callsign prefix bloc to Kosovo. So I don't
know whether this will count, yet! WFWL.
