If HP25M was in Colon, it should count. We had military friends (OM and XYL team) who were stationed there in the 1980's on two different tours of duty and they lived in Colon and had KZ5 calls.

This weekend, I talked to Dave Patton about three blocks on the spreadsheet
that needed to be moved down one space, for VP2, ZS, and YT. The blocks
covered the main entity where the data needs to be inserted. Also, Zanzibar
was omitted from the 2-15 list. I haven't looked at the new 2-28
scorecard, but imagine they made those changes.
If you unprotect the sheet, you can manually move those blocks yourself, if
you're recording QSOs on the scorecard. Unprotecting the sheet also lets
you search for prefixes or country names.
Congrat's on your 150 score and qualifying for the certificate and
endorsements. I'm up to 90 now, so am closing in on the certificate. But
I've got a long ways to go to catch you. I worked 60 or so on Jan. 1 and 2,
and then haven't been active again until this weekend. Missed a lot of good
DX in Jan. and Feb.
I worked the HP1/IZ6BRN who claims on his QRZ.com web page that he qualifies
for the Canal Zone for Diamond DXCC. I asked Dave Patton and he said he'd
contact IZ6BRN and ask him for his coordinates. I also worked HP2SM from
Colon, which appears to be within 8 KM of the Panama Canal, and should also
qualify. I emailed him, but no reply.

There is another revision (rev 2-28) of the DDXCC scorecard. I have not
figured out what changes there is. Must be pretty minor. I don’t see
anything changed in the DDXCC entity list. It still shows rev 2-15 on the
ARRL web site. I am still waiting on a certificate although they were pretty
quick to cash my check!
