Jay,
Congratulations on the 75th Anniversary award, the 6M endorsement and your
challenge medallion.
It would seem to me that according to your research, that station would
count toward Panama and not the old Canal Zone due to his specified
location. You could send a note to Bill, NC1L at HQ and ask him for an
opinion but I did that on a similar question I had and never got an answer.
I was concerned about what old entity Wallis and Futuna counted for. My
research indicated that France took possession of those island in 1917 and
at that time and until 1959 the islands were administered as part of the New
Caledonia Colony. In 1959 they were changed to a separate overseas
territory of France. To me, this means that as part of the 75th anniversary
challenge, Wallis and Futuna should count for New Caledonia. I'll have to
check the revised list to see if this issue has been resolved. I sent the
email in 2/2 and have not heard back.

The ARRL web site has an updated listing of the Diamond DXCC countries. A
few tweaks to the country list.
I have one questionable contact for the Canal Zone. I worked HP1/IZ6BRN who
claims on his QRZ.COM web page that he counts for the Canal Zone. But if you
scroll down a little further, he mentions about being in Panama City which
does not count for the Canal Zone.
Does anyone know which way he would count? I have already submitted my
application for the Diamond DXCC with him as the Canal Zone but have not
heard anything back yet from the ARRL.
On another note, my hybrid dxcc application using LOTW and Mike's card
checking got processed this past week. 129 countries counted on 6 meters now
and I received the 1500 medallion to paste on my DXCC Challenge plaque. :-)
