[Great-River-DX] DX Cluster node NG9R-1

After some trial and error, I have a DX Spider node, NG9R-1, running for DX
spots. NA9Q had to pull the old node off the air due to problems with a
flooded basement, so I thought now would be a good time to try my luck at
running a node myself. I have a connection to another node, N8NM, and we are
sharing spots with the rest of the world, both incoming and outgoing.

NGZ9R-1 will accept packet connections on 144.910 as well as telnet
connections via internet. Of course the ILQDX digi is still running, if you
need to use it to connect to me on packet.

Telnet users connect to ng9r.homeip.net port 7300 (ng9r.homeip.net:7300)

We all can use one node now and that give us the opportunity to know who is
logged on and pass messages, announcements and encouragement to each other.

Most of the basic DX Cluster commands still work, but a few are different
and there are a few more that was not supported under DX Cluster. The DX
