[GPS_Standard] Running GPS_Std Montrol on Win7

I have successfully run a perl script on a Linux PC to talk
to my VE2ZAZ GPSDO.  I don't remember any magic characters
coming from the device.

It has been a long time since I looked at it.

I think I remember the serial port settings are slightly strange.
And a computer-to-computer serial port setup may need a
cross-over cable or null-modem or something like that.
