Here is the Math:
Counter counts for 16 seconds = 160 000
000 = 160 x 106 this equates Hex
$xxxx6800
Counter counts for 16 seconds = 160 000
001 = 160.000001 x 106 this equates Hex
$xxxx6801

Now Consider error in parts per million
as       +1        = 0.00000000625 =
6.25 x 10-9 = 6.25 parts in 109 =
6.25e-9  
 
160 x 106   

This is quite different to what you have
worked out......not so course after all!
