[GPS_Standard] ??? pin out info HP10544A TCXO

Yes, you do need to connect these pins.  The simplest connection would be
pin 9 to ground, pin 8 to the same regulated DC supply voltage that you
feed to pin 3.  The HP document suggests that it's better to have some
noise filtering between pins 3 and 8.
