[GPS_Standard] Bug Fix - Please Upgrade to V0.24

I made what I thought was a cosmetic change to code Dave contributed in the update parameters area, and I clearly didn't test it properly.  Version 0.23 has been withdrawn.  Please upgrade to Version 0.24 so that the "T" command properly sets the DAC value.  This new version also properly limits the range of DAC settings to 0x0000-0x3FFF.
