[GPS_Standard] The big frequency excursions in my PLL code

OK, I finally got this resolved, and it was me.  I didn't have the home position 
set properly.  I went in and let it sit and average for awhile today and used that number.  The big excursions seem to be gone.  Just now as I 
was looking in the UT+ manual, I see that there's an "Automatic Site 
Survey" that can be performed.  When it's done it automatically goes 
into timing mode.  So, I'm going to do that and see where it goes.


I'm making good progress on making a reliable PLL.  Next is to get it to 
converge quickly and cleanly from the initial startup setting.
