Hi Chris,
My GPSDO was built also with a Resolution-T and I did not use a level
converter. Sure there are more correct and better ways to do it but I
connected the GPS directly to the VE2ZAZ board and it has been working fine
for a long time.

I have made a bit of forward progress on my GPS-DO.
I finally worked up the gumption to gut out this old HP-5328A counter.
I bought the counter only for the oscillator. The counter itself is very
dirty and doesn't appear to work right other than to read it's own
oscillator and display 10.000.000.
I gutted it out except for the power supply board. The voltages look
good, and I think I will use this supply for my GPS-DO, at least
to get all of the pieces working together. Then I will measure the
ripple and see if I need to make other power supply arrangements.
I have all of the main parts now: Resolution-T GPS, RS232
level converter for the GPS, GPS-DO board, oscillator and power
supply. It remains to be seen if I will have to boost the 1PPS signal from
the Resolution-T to integrate it with the GPS-DO board.
