[GPS_Standard] Power supply for HP 10544A osc

I've been using a power supply circuit with a Linear LT1070 for Isotemp 118
OCXO's, which need 24 volts for the heater. With the appropriate bypassing
of the input and output per the data sheet and application notes, I haven't
had any trouble at all with signals from the supply getting into the
oscillator.
