[GPS_Standard] Power supply for HP 10544A osc

The +25 Volt line powers the heater and will work from about
18 to 25 Volts, so 24 is fine.

The oscillator electronics all work from the +12 Volt line.

I recommend against the switcher, since the switcher frequency
has a tendency to show up as a sideband on the oscillator.

In fact the heater inside the HP10544 is controlled by a
switcher.  The later HP10811 replaced the switcher
with a linear regulator to get rid of the 90 kHz spur on
the HP10544.
