[GPS_Standard] Fixed value offset for frequency.

My counter using GPSDO as a external standard is reading between 5.00000002 (exp 6) and 5.00000001 for the output of a Cesium frequency standard. I would like to offset the GPSDO down about .015 Hz to allow the counter to read closer. I think the counter maybe in error not sure but I don't see an easy way to offset the frequency a fixed amount, I looked at the parameters you can change in the control program. Maybe change the 6800 hex count to 67ff hex but before I hack the code thought I would ask.
