[GPS_Standard] can't get frq std to lock

help 
   I just got my freq. std build be i can't get it locked for very long
what are some good starting point for parameters s h and l etc;
should i start in the summing mode with high parameters then got the voting mode?
just give me some where to start. i build the brooks shera freq std and i could get his to lock
but for some reason   i can't get this one to lock. i first set the 10mhz to 10mhz in the manual mode.
