I think you mean convert the VE2ZAZ's EFC output of -5 to +5V to the 0
to +10V of the EFC used by the crystal (with 5V being the normal
'middle' value.
Using op-amps to translate the levels would be one way. Here is an
example for mapping [0, 5] to [-5, 5] which you should be able to
adapt for your needs.
