I'm using the GPS standard in a slightly different way, I have a custom chip
programmed to lock a frequency just over 8 MHz, the frequency of the master
oscillator in my transceiver. I came across this problem during calibration
as my oscillator takes about fifteen minutes to warm up.

My solution was a fifteen minute timer using a 555. For the first fifteen
minutes there is a warning LED on the front panel and no power is applied to
the GPS circuits. After fifteen minutes power is applied and the LED is
extinguished.

Holding the reset pin low is probably more elegant (why did I not think of
that) but a delayed switch on of the power is an alternative solution.
