What you are going to have to invest in is the manual for your Comm 3. That 
will tell you all you need to know.  The "Manualman" is probably the best 
source for a high quality reprint.   If the transformer is shorted, be sure to 
check the rectifier diodes in the power supply and also replace the standup filter 
capacitor on the same chassis.
It is all dried out by now if not shorted internally.
