Too bad you don't have the entire radio. If you powered it on and the display showed: BOOT DSP it would confirm my suspicions. That radio sounds like one of the custom built TNP-MDX mobiles.
TNP = Taiwanese National Police
These were custom built (aka: factory SPECIAL) units which were manufactured in the 90’s. Bandsplit of 585-505 MHz, VGE encrypted AEGIS digital voice, narrowband only (2.5 kHz deviation).
There was a companion custom M-PA portable too, called the TNP-MPA, which was unique because it was programmed with EDACS-2 software, not the normal EDACS-1 programming application.
The last I heard (2005), Bill Glahn at New London Technology had gotten his hands on some surplus stock units and were selling them on the internet minus the crypto board.

I have a board that I picked up at a recent hamfest.
This is 19D901958G5 with a board number of 188D5062G4.
LBI 39017E covers through group 3.
Board 188D5062G4 covers 585-505 MHz.
The helical filters cover 470-492 MHz (group 3).
The VCO is 19D901958G5 covering 470-512 MHz.
What would be different between G3 and G5?
Is this board good for anything but parts?
Is the VCO coverage of 470-512 the actual output frequency or is it
offset by receiver IF?
