[GE] PCS Programming

I am trying to program some conventional UHF PCS hand-held radios, however
there seems to be no communication between the RIB box and the radio. In
other words, the handshake test times out. I am using a TQ 3370 RIB box,
the PCS Plus software, and an older DOS 386 laptop computer. The
programming cable is one I homebrewed from the schematic shown on the Hall
Electronics website.
I have checked the wiring of the cable several times and it matches that on
the Hall schematic. I have several of these radios in good working
condition, and they all do the same thing, so it's not the radio. The PC
and RIB box work fine with other GE radios, so this seems to boil down to
something with the cable or the software.
Does anybody have a schematic of the PCS programming cable, other than the
one on the Hall website? I am concluding that either 1) the cable is wired
incorrectly or 2) maybe "PCS plus" is the wrong software?
