[GE] GE portables, MRKII programming?

ALL SO CALL TR-202A BY CANADA.

The above is the information I have for a few GE portables given to our 
Emergency Operations Center. I think the co-ordinator told me they were in 
the 403-430 range...

1. How are these programmed? (do I need GE RIB box, standard serial, or 
suitcase programmer?)

2. How wide are they, bandwidth wise? Can they be "upped" into the ham 
bands? (442-449?)
