[GE] MVS Speaker

Hello list,

Can someone tell me what I would need to program a MTL hand-held? I assume a rib-box of 
some sort, a cable from the rib to PC, and from the rib to the connector pad on the side 
of the radio... plus software. Is this stuff findable??
