[GE] MDX 800mhz EDACS Radio

I have just recently purchased a GE MDX 800mhz EDACS radio.  When I got the 
radio all appeared to be working just fine.  When I powered it up the 
Display came on and I was able to go thru all the menus.

I then created a new code plug for the radio from scratch and shot it to 
the radio.  Now when I power up the radio it goes thru the power cycle but 
appears to shut back down.  The Display goes blank and I get no response 
when I press any of the buttons on the radio.  When I press the power 
button again it appears to power off.  I know the radio is on even though I 
get no response from the radio because if I plug the program cable back in 
to the radio the speaker will open up with static until I turn the radio 
back off.

If I read the radio the code plug is there.  I can make changes to it and 
reprogram the radio and the changes will take.  When in program mode 
"PROGRAM" does appear on the display (The only time I can see anything on 
the display).

Any help with what is wrong and how I can fix it would be greatly appreciated.
