When I was Erial Little League President (1992-1999) Highland High School (Gloucester Twp.) did an annual fundraiser on the football field of cow patty grids. Someone that had paid for one of the grids felt they were cheated and got the police and the state got involved. The organizers were required to refund all the money they collected. ELL immediately changed from a raffle funder to selling candy bars as a fundraiser. On of the state requirements (besides all the forms that need to be applied for and approved) half of all monies raised must be given back to the participants. Having said all this I also suggest don't get involved in anything the State has oversite of if we don't have to.

One other point I want to make. Years ago before I joined the club in 2009, there was a notorious event where the state showed up at one of our hamfest and demanded that everybody start paying sales tax. And that'll be in notorious mess, that turned off a lot of vendors and almost killed the annual hamfest.

It took a few years to recover from that, my suggestion would be to try to keep the state as far away from the hamfest possible. Since we're talking about state licenses and stuff.

I would caution against a raffle at Hamfest. Gaming commission is very watchful of correct license and paperwork. I don't want us to have any trouble and it opens up other groups wanting to do the same.  My opinion.
