The best opportunity for General portion is the spring and Summer, Especially summer, when many people are outdoors. But 40M phone is a mess, and worse during the winter when everyone is inside in the cold weather areas.

As Tony said, I run 100W and am easily stepped on by hams running 1500. And if you get a group with 1500W, they just take over a freq at will.

This is a good opportunity to consider a hotspot and rag chew on the Club Fusion room. You can take your HT anywhere in the house on low power. The room basically sits unused. I am bringing mine to Tony's in 2 weeks to show him what I mean. It is rag chew over the internet, but you are still using an HT to communicate. Hotspot can be built for between $50-75. I use the Raspberry pi zero with an MMDVM pi hat and have also spoken to people using Openspot brand. I use a Zumspot clone which is also called a Jumbospot. I wished more people use it.

We tried, again and again.  Most of the time, we could not find a clear
frequency, and with many of our regulars only running 100 watts, if we did
find a clear frequency, we could not hold it for very long.  The 40m phone
band is extremely crowded most evenings. Moving down into the Extra Class
sub band has allowed us to keep the net going.  It was either that or
everyone on the net must run 1500 watts.  We chose to move down.  That is
the reason, in a nutshell.
