[GCARC] Clubhouse Calendar Modification

Due to the fact that there has been some (relatively minor) confusion
regarding the current status of the HF tower and antennas at the
Clubhouse.  As a result, we have made a modification to the
Clubhouse Calendar, which is used to reserve user time on the radios in the
HF room.  The calendar now has  a new yellow entry type that is used to
indicate the current status of the HF antenna tower at any point in time.
This will be a continuously ongoing *daily *entry in the calendar, and will
have the current status described in the entry title.

This will be updated whenever the status changes, but the color will always
be yellow, so it is important to look carefully when determining the tower
status.

Together with the height of the tower, we have determined some output power
limitations, which are also shown on the calendar entries.  The basic
guidelines are:

   - NO linear amplifier use is permitted when the tower is at reduced
   height;
   - maximum transmitter output power to the antenna(s) when the tower
   height is reduced will be:
      - 100% of transmitter output *(e.g., 100W of 100W maximum capability)* on
      the 10-meter, 15-meter, 20-meter, and 40-meter bands; and
      - 50% of transmitter output *(e.g., 50W of 100W maximum capability)* on
      all other bands, including the 12-meter, 17-meter, 30-meter, 60-meter,
      80-meter, and 160-meter bands.

It is intended that this calendar entry will eliminate the questions or
uncertainty about the tower and antenna availability.  Please feel free to
