[GCARC] Programing KNG-P800 (P25)

Would anyone in the club be legally able
To operate this 700-800 MHz Radio?
I have several in a Motorola version that are sitting in a “junk box” because I can’t use them.
I would be willing to donate to the trailer (including programming)
As I can’t use them in my communication 
Trailer.
Let me know if this would be usefull
