There are several radios that have these capabilities. For example:
1. Cost Effective (cheap): Quansheng UV-K5(8)/K6, which also has the added capability, I am pretty sure, to flash the firmware to allow SSB/CB reception as well.

2. Not Cost Effective: The ICOM ID-52, which also has the added benefit of being D-Star capable.I have seen used versions of this radio for $400 on QRZ and QTH.
