[GCARC] 10 meters to EU this morning

if you are Technician class, and have ability to listen and/or transmit on
10 meter ham band, and are looking for something to do for an hour or so
this morning, might want to try 10 meters. It seems open to Europe. That is
not always the case.
If want to take advantage of this, you can, knowing that
Techs can operate usb voice on the 10-meter band in the 28.3-28.5 MHz
segment
