[GCARC] E-Mail reflector Digest setting

All,

To those who are don't like a lot of messages from the reflector, the
reflector has a digest setting. I tried it for a week and it sends one
e-mail every day or so with about 5-7 messages in it. If you want to try it,
let me know and I can change your settings to Digest.
