[GCARC] echo link 2 M not working

Current situation Friday morning:  Chris, Jeff, and I just tested and we
find:  Cell phone on echolink can transmit and those on RF can hear,
however, those talking on RF cannot be heard by the echolink on cell phone.
So tonight, Chris and I will be at clubhouse for the extra license training
class, and if not fixed before then, we will try and look to see what is
wrong to fix it.
