If you install the most recent version of Raspian the VNC program won't work. To avoid that:
1. Install the Legacy version, or
2. If you've already installed the current version run this command: sudo systemctl restart vncserver-x11-serviced

Finally - for those who have an SDR Play radio there's now a Pi version of their new SDR Connect software including the server version! It runs on the 64-bit version of the OS and wants a Pi 4 but would be really cool for a remote system or a local dedicated SDR radio.
