Subject: ARC Agreement & 2023 Simulated Emergency Test

 

As a result of the American Red Cross New Jersey Region agreement with ARRL NNJ & SNJ Sections signed Friday, the 2023 Simulated Emergency Test (SET) has be moved to Sunday October 15th 2023. The proposed SET is being modified for a State-wide ARES application of proposed operating procedures for handling  American Red Cross (ARC) messages.  The proposed operating plan leverages skills and knowledge utilized previously during SNJ SET operations, such as WINLINK and liaison stations. 

 

Both ARC and ARES staffs are working on finalizing operation details for the SET prior to a virtual meeting for ARES leadership is scheduled for September 11, 2023 at 7 pm local.  A copy of the SET scenario with proposed operating plan will be sent with meeting access.

 

Tentative Time Line  

*	ARC verify forms to be used for supporting shelters - {Completed on 8/25/23 and within WINLK}
*	ARC provide ARES with shelter locations by August 30.
*	ARES to update proposed SET scenario and send to ARES Leadership with meeting access by September 4. - {On-Going}

*	Prior to meeting request County ARES teams: 

*	Review proposed SET scenario for questions or concerns.
*	Consider selecting an AEC for Schelter Coordination.
*	Consider refreshing WINLINK skills - locally or through SNJ WINLINK Wednesday, posted on SNJEMCOMM at groups.io <mailto:SNJEMCOMM at groups.io>  each Tuesday.

*	 Question can be addressed to WB2ALJ at WB2ALJ at arrl.net <mailto:WB2ALJ at arrl.net>  or devine.tg at gmail.com <mailto:devine.tg at gmail.com> .

*	Virtual meeting of ARES leadership is scheduled for September 11, 2023 at 7 pm local, access will be sent with SET scenario week prior. 
*	Simulated Emergency Test application of proposed procedures and assessment scheduled for Sunday October 15th 2023.

As N2XW indicated with the SNJ Section announcement of the agreement, ARC has been a prior agency served by SNJ amateur radio emergency communicators. This is a great opportunity to enhanced our role to services the ARC - NJ and sever the citizens if our State disasters.

 

Attached is an updated SNJ Leadership list. Please note, an Assistant Section Emergency Coordinator - American Red Cross Liaison (ASEC-ARC) position was created and Jamie Pugh - N2VVL appointed.
