[GCARC] Winlink VHF is up

If Windows, you can use NSSM [1] to create a windows service from any
executable file, then configure the service to restart if RMS Relay crashes
or the system restarts.
If Linux, a simple systemd service can ensure the RMS Relay is restarted on
failure.
I’m happy to set this up if no one is up for it.
