[GCARC] DXCC update and apologies

I want to apologize for missing 2 updates for the DXCC list in the latest Crosstalk. The website had been updated, but the Crosstalk with have to wait until Sept.

The 2 updates are Howard Marder with 123 (up 1), and Phil Nunzio with 117 (up 1).

This will be my last update and I am asking for a volunteer to take over the list. If you are interested, please contact myself or Tony Starr. I will send you the excel sheet.
