[GCARC] need help with getting my dad's old call sign - getting error message

Hello,

   I am trying to apply for a vanity sign - my dad's call sign.  W2TDS, but
I keep getting an error message.  Any suggestions?   Has any one run into
these issues when requesting a vanity call sign?

An administrative name change cannot be used to accomplish a change in
ownership and/or corporate structure. For these actions the current license
must be canceled and a new license applied for. Changes in ownership or
corporate structure are subject to enforcement action.
