Hi Tony,
OK, I'll make a quick summary list, then put in the link since the list is very long.
Basically,
1a  all Healthcare personnel, nursing home staff and residents
1b initially this was all first responders. Now anyone 65 and older were added,
as well as anyone 16-64 with certain medical conditions
1c additional essential workers (covers most retail that was open during 
shutdown plus many others), and any other high risk not counted in 1b
2   General population.

When you sign up initially, you complete a survey which asks you questions to see if you fall into a priority group.
