[GCARC] APRS Pi

I can imagine a few more good features:

1. Filter to provide audio alert at nearby aircraft that also display a
frequency in their beacon - get those aero qsos
2. Filter to look for any position beacons that are > 65 mph, for later
scolding for speeding! (just kidding)
